Cannot disable low data mode on Apple Watch when connected to Hotspot

When I connect my Apple Watch via Wi-Fi settings to a hotspot (for example to my Cellular iPad when my phone has died or is out of reach), it always connects in Low Data Mode - and I can’t find an option to turn this off. Is there an option to turn Low Data Mode (NOT low power mode!) off?
