if biometrics aren’t reliable even after being reset and re-configured…
and after updating your home location on Apple Maps, if that’s not already been updated…

That still makes no sense. If your Face ID fails you can enter your passcode immediately. There is no hour wait, unless you enter the passcode wrong 6 times or more.
