Unable to remove members from Family Sharing

I'm organizer in family sharing, wanted to remove someone from the group. I followed up next page.

Leave Family Sharing - Apple Support

Remove someone from your family group

But after do: (Tap Remove [your family member's name] from Family.)

The iphone returns to Family Sharing screen and the person continue in the group.
