I am unable to pair my AirPods Max to my iPhone

When I try to reset, or factory reset, I get three orange blinking lights, but not the white light that signals factory reset. In addition, I am unable to connect my AirPod Maxes to any device on my Apple ID, I’ve done what I can on the guide on “AirPods Won’t Connect” but it hasn’t helped, any suggestions?
