Payment Declined when trying to buy storage

I'm trying to buy more storage to be able to update my phone so I can continue to make purchases through the app store (subscriptions etc). Still, Apple won't let me pay for Icloud+, and I need to buy it to be able to get the update since I have no storage to update, but it just keeps telling me my payment method's been declined.
