Well, I'm so confused

What does it say "To continue on this device. Verify at least one payment method. If you can't verify any payment methods, contact your family organiser."? Can somebody define this? What does this mean? It looks like my payment method disappeared after my dad, and I removed my account from the Apple family group, like the first time my dad added the payment method. Still, it didn't work at all with the payment method appearing from this iPad Air 3. I mean, it's like failing a school test but making it worse than I thought, but I don't understand what does that mean. Can somebody help me with this?
