In theory, your "iTunes Library" is on your computer (either Windows or Mac). To put that music onto an Android phone, copy the files from their location on your computer to the phone, following the instructions for the phone. You do not need iTunes to do this.
If the music is only on your phone and not in an iTunes Library, then you will need to use a third-party application to retrieve it from the iPod since neither iTunes or the later Finder (for MacOS Catalina and later) can do this.
Just to be clear, you cannot use iTunes to copy the music to the Android phone. I asked about iTunes in order to establish whether your music was still on your computer.
Use Windows Explorer to copy the music to the phone. Oh, and find a music player for the phone in the Android Play store.
