Restoring old ipad itunes backup to new ipad

I bought a new ipad and the quick start to restore my old ipad data did not work.

i used itune to back up my old ipad and attempted a restore to the new ipad.

the restore completed and it started the setup of the ipad. It is stuck at apple id and will not continue. The continue button is grayed out and use another device to sign in button does nothing. I cant get past this screen.
