restored game apps and lost all progress on iphone 13

The Apple store did a factory reset and said I had to redownload all my apps including games. I was not able to do a download from the cloud since they thought my software was damaged. I am logged into game center and it says it is saving in the cloud, but on ALL of my games they are starting at day one - some of these I've played for years and lost all progress. UGH
