Recently bought Kpan hard drive to give old family photos to family. It will not complete task saying “read only” format. However can transfer using my own my passport hard drive. Why is this

Probably - and it can only be a guess with the amount information you give us - the drive is formatted NTFC. Macs can only write ti this drives with extra software. You can reformat a drive with Disk Utility. If the people your giving the drive to use Windows choose ExFAT format.
To be able to write to your new hard drive, format it with a different file system format. A drive you want to use with a Mac should have the file system format MacOS Extended (Journaled) or APFS. If your family members are using windows computers, you could use EX Fat as pointed out by Yer-Man, but then you cannot store a Photos Library on that drive, only folders with image files.
Thanks for that info. Having gone on Google gathered that is the case. I am not very computer savvy so not sure how to go about that.
