the iCloud webpage is messed up for PC Users!

Hi, my iCloud webpage is now huge and I cannot fix the sizing on it. this is NOT a problem with my PC or my browser! this is an Apple problem because none of the other sites have done this. I tried to download an app for the iCloud but it wouldn't download. Is this a conspiracy against PCs or something? Kidding of course. I mean, I use an iPhone and an iPad, but for computers, I always use a PC. never an Apple. this is a recent problem and now I can't get my photos from the iCloud on to my PC if I want them. I am not happy about this!
