Unable To ad tracking on my new apps

When adding apps to my iPad I am unable to turn on tracking. Tracking is needed. The privacy and security has the tracking greyed out. I am 68 years old and this is my personal iPad. It was working correctly but suddenly changed with out my changing it. I need something to tell me how to fix this.
