Download Garageband on iPhone SE 1st gen

I have a 1st gen iPhone se running iOS 15. When i press the download button, it says that I need ios 17.4 or later. I have tried this on ios 13, and it still didn't work. I updated it to the latest software, and it still doesnt work. Could anyone fix this issue? Apparently all apps download the latest compatible version, not with garageband though
