I am trying to add a card to transfer my Apple Cash balance and I get a “Card already in wallet” message.
resetting my phone is not an option.
I tried logging into iCloud and there was all kinds of options for upgrading my storage and email but nothing about removing or re-adding payment.

Huh. If that’s the case, then including the option to transfer to a card is kind of…odd.
You cannot use a credit or debit card to transfer money from your Apple Cash account. You can only connect a bank account (checking, savings) by providing account and routing codes. Then you can transfer finds to/from that bank account. Apple Cash is itself a debit card and debit cards need bank accounts to function.

You just have to select the card from the list of available debit card accounts that are eligible to receive funds.
