Make sure it's enabled in Settings > [your name] > iCloud and scroll down to enable 'Access iCloud Data on the Web'.

done the restart a couple of times didn’t change anything but thank you for the ideal
cant access icloud on web on new iphone 15 pro I haven't been able to access since i enrolled in icould
