Create new folder in email

I can’t create a new folder for my email. I have an iCloud email account, on my iPad and iPhone and haven’t had trouble in the past. I tap EDIT, ADD NEW MAILBOX and iCloud for location then DONE but no new folder shows up. Tried several times on both devices with no new folder showing. Can anyone help me please?
