You Turned Off iCloud Data Web Access

I recently lost my iPhone, so I need the access to my iCloud photos and emails as well as contacts, and I cannot get in. I get a prompt saying "You Turned Off iCloud Data Web Access". I have all the details, my email and my phone number which was used on the icloud.

I am using a windows PC to try and recover everything.
