son's phone says "can't share location" even though "share my location" is set up

Ever since we bought my son an iPhone 14 he has been unable to share his location with the rest of the family. This is true even though "Share My Location" is set up on his phone for "this device" and it acknowledges all of us as his family members. What's going on?
