My iTunes keeps giving me an error stating "We can't make your iCloud Music Library available." When I retry and sign in once again, the issue remains.

As the title states, I've been having this issue with my iTunes for a while now. I've had apple music service off and on throughout the year, but I'm missing songs I've purchased, subscription or not, those songs should be available for me to play anywhere I want. I've tried clearing my cache and resetting the warnings. Still nothing. Anyone have this issue fixed?
