Touch ID isn't working and Stolen Device Protection blocks me from all critical features

It's frustrating. I just wanted to add my new apple watch, but iphone requires touch id verification. Since my fingerprint is blurred due to disease, I cannot use touch id, but the Stolen Device Protection blocked the way of using my passcode! It says I'm not at a familiar location, but I am at home!


I have already tried all the ways below, but since I cannot go through my biometric, all the below failed:

1) I cannot add a new biometric;

2) I cannot delete the original biometric;

3) I cannot turn off SDP;

4) I cannot check my familiar locations;

5) I cannot reset the settings of my phone.

And I cannot use my newly bought apple watch for weeks already! Can anyone help? Thanks!
