Screen time downtime contacts glitching

I am trying to set up screen time on my daughters phone and under communication limits when I click during downtime and then click on specific Contacts nothing pops up for me to choose for specific contacts. Then when I exit out of during downtime, it goes back to the default of contacts only. I have Updated software I have removed messages from always allowed and then add it back in. Nothing seems to fix the glitch that is happening.
