I can’t locate where FaceID is in my iPhone XR settings
My phone Face ID is not under photo settings
I try every thing possible to make sure I get it but I fail woefully

There is no "Activate restrictions" in Settings>Face ID & Passcode.
The setting that may apply is Settings>Screen Time>Content & Privacy Restrictions>Allow Changes to>Passcode & Face ID.
