How do I get my iPhone 11 to stop asking for password to view missed calls?
Why when checking my missed calls on my iPhone 11 it’s asking for a pass word never had that happen before

You may have "Allow access when locked" turned off for returning calls. This means that you are not allowed to return calls while your iPhone is locked and it will request your passcode.
From what I can gather, this should work-
Go to Settings > Face ID & Passcode > Allow Access When Locked > then find the switch for "Return missed calls". Turn the switch off.
