Are you absolutely sure you have an iPhone 6s, and not just an iPhone 6 or 6 Plus? The latter cannot be upgraded past iOS 12.5.6. However, the former should be able to upgrade to iOS 15.x.
As far as WhatsApp, you will need to contact the developer to confirm when they will stop support older versions of iOS.

WhatsApp should be able to answer that question. What iOS are you currently on? If it’s 12.5.6 then you would appear to only have a 6 and not a 6s.
