printer had a paper jam. cleared the paper. put all parts in original places. put paper Into tray. shut printer off for 10 minutes. paper jam message remains.

Try cleaning the paper rollers. It usually only requires some swabs & isopropyl alcohol. Without info about the exact printer model you have we can't provide any more details on how to clean the rollers.
Also check closely inside the printer for any small bits of paper that may be caught somewhere.
Also remove & replace whatever parts can be removed (paper trays, output trays, 2-sided roller mechanism if there is one, etc.). Sometimes just putting them back in a 2nd or 3rd time clears things up.
