I can't renew expired Apple Developer Program, so I want to cancel it first and start in another country

I have changed the country.

But now I am not able to renew the expired Apple Developer Program.

In this case I don't want to change the country back to the previous and do this each year when I need to renew it.

I just want to cancel it completely and subscribe "from scratch" in the new selected country.

Can somebody help me to understand how to cancel the Apple Developer Program?

Or how to contact the developer support.
