How can I deactivate the tool bar that appears when underlining text on iPad?

That's the selection tool bar, and I don't think you can deactivate it.
The action toolbar cannot be suppressed.
Consider that without the toolbar, having highlighted a passage of text on the iPad screen, you wouldn't be able to do anything with the highlighted text...
