Thanks I just found this method fixed it:
Step 3: Reindex Your Mailboxes
Reindexing your mailboxes in the Mail app might solve the issue. To do so, you must delete the “envelope” files:
1 Control-click or right-click the Finder icon on the menu bar, then select 'Go to Folder.'
2 Copy and paste this path into the 'Go to Folder' box and press Enter:
~/Library/Mail
3 Navigate to Vx/MailData. (x indicates what Mail.app version you're running, e.g. 10)
4 Find and move these files to the Trash:
◦ Envelope Index-wal
◦ Envelope Index
◦ Envelope Index-shm

Try and boot the Mac in the safe mode to see if the issues persists.
if they dont persist it is caused by a piece of external software, you might want to evaluate the external software installed to your Mac
Start up your Mac with Apple silicon in safe mode
Start up your Intel-based Mac in safe mode
Try deleting and re-creating the rogue account(s) (full restart in between).
I have separate user account on same iMac and the mail side is good, this is message from failure, I tried to re-enter the library in Finder, no good either:

I find the problem is also in safe mode, where the Mail program crashes immediately. Any suggestions how to fix it must be mail file that is corrupt?
