Do you have any other video camera capable app open at the same time? That could prevent Telegram from being able to use it.
Make sure for obvious reasons that you do not close the lid of your computer. The camera is on top of the LCD screen.
I reinstalled a clean mac os monterey and big sur, the camera cannot be occupied by another application on a clean system
