Just got new i15’s for my wife and I, we’ve been able to FaceTime just fine on previous iterations; but now I have to send an sms to FaceTime my wife’s iPhone, but her FaceTime goes right through to me without exhibiting the same sms necessity.

Between iPhones SMS never comes into play. SMS is only used when sending or receiving from Android users. So if you send a text to your wife it is not using SMS at all.
Have you tried a hard restart of your 15?

Also try toggling FaceTime on your phone on/off
Settings->FaceTime-> Toggle off/on.
Also check your wife’s iPhone
Settings->FaceTime-> and make sure she has her cell number and email selected as being able to contact her with FaceTime.
You're not by any chance sharing an Apple ID, are you?
