Can you get WhatsApp and FaceTime on 6th and 7th gen iPod Touch, without cellular?

Can you get WhatsApp and FaceTime on 6th and 7th gen iPod Touch, without cellular?

ie: do these apps work on an iPod touch without a phone number, just to be used over WIFi to send messages to the iPod touch and be able to FaceTime from a regular mobile phone to the iPod Touch?
