Did you recently upgrade to a newer macOS version?

If you recently upgraded to a newer macOS version, The "iPhoto" (no s) app may not open, but the Photo Library it used is not affected and continues to exist, the new "Photos" app should automatically load it when you open it the first time.

If it does not, you can try to force it, by holding down the shift key while opening the Photos app, and navigating to the iPhoto Library.iphotolibrary file in your user folder.
