Restoring a MacBook Air 2012 to factory settings

I have restored a 2012 MacBook Air to factory settings: OS Lion and Safari 6.0.5. However whilst Safari accesses some web sites it will not access apple so I'm unable to download and update the OS to Catalina. I've tried most of the suggestion on the internet but so far nothing works. Has anyone else found a solution to this problem
