My Power Mac G5 will not fully boot without safe mode, it only comes to a blue screen where my cursor duplicates in to 2, (one is frozen, one can move by moving the mouse). What is my problem, and how do I fix it?

I have two hard drives on my G5(2004). How do I get to choose which hard drive is the start up disk when I turn on the computer? Is it the shift key I hold down?

When I turn my old G5 tower on I see the apple logo and the little wheel turning but it stays stuck there. It never starts. I tried turning it off, disconnecting power cord for two minutes and turning back on and it doesn't work. Any suggestions?
