A call to Apple Support helped me to fix user error today when searching for passwords that were saved in iCloud Keychain. I was unable to find the passwords on my new iPhone 8 and iPad (seventh generation).

First problem was caused by my failure to enable Keychain in Settings of my old iPad prior to using its iCloud backup to restore the new iPad. This problem was fixed by switching Keychain off on my Apple devices and then turning them on. First to turn on was the device with up-to-date passwords - the old iPhone. This enabled the new devices to synch with passwords in the old iPhone.

Second problem was problem was caused by my failure to notice that location of passwords was changed with iOS 11. Users of iOS 11 can find passwords by going to Settings > Password & Security > Accounts & Passwords > App & Website Passwords.
