Fixing Garbled Text

Mail, Safari, iChat and other apps sometimes display garbled text or symbols, often referred to as "Chinese" or "Greek" or "Russian," instead of what the user expects. This is normally caused by bad font caches and/or font substitution, and is not connected to "encoding". Here are two sites that explain the problem and provide remedies:
