If you can't open your Airport Application, or Airport Setup Assistant and get a message saying:
"The application 'Airport' (or 'Airport Admin Utility') could not be opened because 'CfgOpenTpt' could not be found."
Turn on your 'Network setup extension' in the Extensions Manager.
I found a number of similar questions and this suggestion after searching for a solution, and as soon as I turned on the Network setup extension, the airport applications worked fine (for the first time!)
