Activation Lock
If you erase your device w/o signing out of iCloud first, it's still protected by Activation lock.
If you erased your own device
Your device will remain in Activation Lock if you don't sign out of iCloud before you put your device in recovery mode and restore. - That means you need to enter the same Apple ID and password used when you previously set up device.
You can turn off Activation Lock if you have two-factor authentication. - Tape Unlock with Passcode, then tap Use Device Passcode.

- If device linked to previous owner's, ask them to remove the device from their account by entering their Apple ID and password on the Activation Lock screen
- If you see the Passcode screen, the device isn't erased, and you will need to have the owner unlock the device and then go to Settings>General>Reset>Erase All Content and Settings. They'll need to enter their Apple ID and password.
If the previous owner isn't with you, contact them with these steps:

- Go to Find My iPhone.
- Click All Devices at top of screen
- Select device to remove from iCloud
- Click Erase. Select Next until device is erased.

- After previous owner removes device from their account, turn off the device and then turn it back on to begin the setup process.
