How to Recover Deleted Messages in the Apple Messages app?

If iCloud Messages is enabled, no. With iCloud Messages enabled, deleted messages and deleted conversations are permanently deleted. There is no recovery of these messages.

If the iCloud Messages feature is not enabled, and if you have one or more backups from prior to the deletion, and if you are willing to revert your iPhone or iPad and the entire contents and all data to the backup created prior to the deletion, probably.

If you have no backups from prior to the deletion, no, the deleted message or the deleted conversation cannot be recovered.

If recovery is not available, your remaining option is to ask another party in the Messages conversation for screen shots of the message or messages, if they still have those and are willing to send them to you. You having deleting messages does not delete their copies of the same messages.
