Certain Watch faces permit the language customization of the numerals used for the time display.  The Photos face in particular allows users to choose among a large range of numeral scripts:  Western Arabic, Eastern Arabic, Devanagari, Bangla, Burmese, Gujarati, Kannada, Khmer, Malayalam, Meitei, Odia, Ol Chiki, Telugu,  and Urdu.

Watch Faces and Features

Most users expect to see the time in Western Arabic numerals.  At the bottom of this note are examples of what this looks like in some of the other choices

If your watch is not displaying the kind of numerals you want, you can fix this by going to the Watch App > My Faces on your iPhone, tapping on your face, scrolling down to Numerals, and selecting the right one.

On the watch itself, you  can press and hold on the watch face and  click the “Edit"  button at the bottom. Then swipe horizontally to reach the “Numerals” option.  To switch the language, use the crown knob.
