Because the iTunes Match service is tied to one Apple ID and regional iTunes Store it is not possible with switch iTunes Stores with the subscription active. The subscription must be canceled by iTunes Store support. Start at https://expresslane.apple.com to contact iTunes Store support.
When the subscription is canceled you will lose access to all music in the cloud and will not be able to get it back, so be sure and have a good backup of all your music before you do anything permanent. Once you are established in the new country and have an account on the new iTunes Store, if the iTunes Match service is avilable in that country you may subscribe again but all your music will have to scanned, matched and uploaded again.
