For all those users who experienced issues with web links after updating to iOS 9, Apple had issued a 9.3.1 update that should resolve this problem. Some of the other issues were addressed in an earlier 9.3 update.
If you experienced any issues with the 9.3 update, please check and update your iDevices, either from Settings > General > Software Update on your iDevice, or via iTunes.
