This one seems okay as I'm not connected to any networks which use Kerberos as their security protocol. (Unless I'm misunderstanding the purpose of Kerberos) -

sudo /usr/libexec/configureLocalKDC
And everything is happy ... now as to why the launchd rule in /System/Library/LaunchDaemons/com.apple.configureLocalKDC.plist does not work - I have no idea
