but if you really need to run classic apps you might be better off buying an old PPC mac. you can get one quite cheaply. -

As you said, every emulator I've seen requires a OS/9 ROM. By using the ROM you are saying that you legally own a copy of OS/9. Of course there are several people that just download the ROM from a torrent... but its not "legal" by any stretch of the imagination. -
