So, I've never experienced this prior to 3.1.3. I go to sync my iPhone and all goes well until I hear the "buzz buzz" of the iPhone connecting to a power source (USB) and I look & see the Apple logo on my iPhone. It's restarted. It takes a good long while to boot back to the home screen. For about a few minutes (regardless if it's plugged in or not to USB) of being responsive, everything freezes and I get a white rotating progess indicator on the SpringBoard (on home screen of apps or the green battery indicator screen when docked, anything). At this point, I'm forced to hold the Sleep/Wake button and Home button down until the iPhone restarts...cycle continues it seems.
EDIT: well, rather than forcing a restart with holding buttons, if I leave it alone it will restart on it's own.
I did a restore from backup, and the problem went away for about a day, and now it's returned. I'm about to do a "Restore as a new phone" option. I don't know if something odd happened when upgrading the OS or if it's some random new app I installed from the App Store (though, this seems unlikely).
