Or if you are lazy... you can use the clearReg package hosted on afp548 that does it for you. http://www.afp548.com/filemgmt/index.php?id=75
If you are creating system images... I recommend you look into InstaDMG (an AFP548 and GoogleCode).

Boot with CMD -S
Root: fsck -fy <ENTER>
Root: mount -uw / <ENTER>
Root: touch /Library/Receipts/.SetupRegComplete <ENTER>
Root: touch /private/var/db/.AppleSetupDone <ENTER>
