Assuming you enabled WiFi in the settings, and have restored as a new iPhone (not from a backup) without success, you have a hardware problem that can't be solved here.
Since you've already voided your warranty by jailbreaking, you'll have to pay for an out of warranty replacement phone from Apple, or repairs from a 3rd party iPhone repair centerMacPro4,1 8 Core, Mac OS X (10.6.3), iPhone 3GS (3.1.3), AirPort Extreme, 160GB iPod Classic, 5 PCs/WinXP SP3
Can't say for sure since it could be a hardware problem not fixable by restoring. Before doing that, try:
