You would need to check with the cellular service providers in your country. Start with the one(s) that currently offer 3G service for the iPhone.Mac Mini 1.83 GHz 2 GB SuperDrive, Mac OS X (10.6.3), iPad 64GB 3G, iPod Touch 32GB 2nd Gen
If you have a service provider that offers 3G already, should work.
BUT, remember that iPad and iPhone 4, run micro SIM card!
Here in Brazil, there are people using iPad 3G, but they had to cut off a piece of their SIM card.
Make sure if you do that, you don't cut too much, otherwise you will lose the card.
In my opinion, better to wait until the 3G version come 'officialy' to India. I will do that here in Brazil (for discount and warranty)MacBook, Mac OS X (10.6.3), Iphone, Ipad, AirPort..
An iPad from US will be unlocked and you will be able to use it on wifi. If you want to use it on a 3G network then you will as another poster says have to adapt a sim card which isn't too difficult, however, there is no promise that the network provider won't block the sim as they will be able to detect the iPad and will know that they don't support it.
I believe that Vodafone have said that they will bring the iPad to India later in the year but there is no date yet.

A little more general answer to that question:
3G is a standard that is backward compatible, so you don't need to have 3G - the iPad even works with old standards like GPRS, but for sure then it is slow (very slow)
