For both PC and MAC-
Take your time, pay attention to all the steps (and video) as there are unique files for 3G versus the 3GS model, each of which are listed at that link. An app called RECBOOT will be used to get your phone back out of recovery mode near the end of the process and help get you going again for your phone to be recognized as normal by iTunes.iPhone OS 3.1.3

I have a 3G. My email is OK, but apps take much longer to start up, even after 2 x hard resets.
I updated to 4.0 two days ago, and was excited to find that the speed of negotiating the apps via touch screen, and even the return to the main screen via the Home button has increased appreciably. I also love the fact that the wallpaper is now visible behind the icons at all times.
HOWEVER, I am having a TERRIBLE time getting email, even when I am signed on and within inches of the main hub of a super fast WiFi connection.iMac G5; Intel iMac 20in 2.4GHz, Mac OS X (10.6.4), iPhone 3G iOS 4.0

The fact that some of us have experienced success with the OS means it is not an OS issue. Secondly, some posters have mentioned that they have taken files off their phones to see if that will speed things up. Files on your phones like music or photos etc have nothing to do with the random access memory RAM that is being overwhelmed objectively, as a matter of fact, by iOS4 on the 3G. The phones are all slower because they all at least have an insufficient amount of RAM for iOS4.
Thirdly, if I have to download the upgrade, do a system restore x 3 to the square root of 17 times, then do 13 hard resets, plus boil my phone in chicken blood so that it will upgrade, I'm not sure how that functions as a successful deployment of a new OS of any kind. This situation suggests 1) that the 3G was not tested sufficiently with iOS4 or 2) that Apple did test the 3G, saw that it could not sufficiently run iOS4 and deployed it anyway ostensibly to force 3G users to purchase a 4G by crippling their 3G phones. In either case, shame on Apple, who has encroached upon the trust of its users in this situation.

I totally agree.
I was going to upgrade my iphone3G to ios4 before I hand it over to my wife or daughter, then switch to an iphone4.
But the upgrade process is taking forever. the backup process was not 10% through after 2 hours. So I took a look in the forums, and ended up here.
Clearly Apple is messing up with iphone 3G on ios4, and I'm glad I canceled the ios4 upgrade before it went through.
Apple is also doing a bad job on the time to backup. I have removed all of the content on the iphone except 4GB, and backup is sluggish as ****!
To avoid the backup, maybe I'll do one overnight once.
Apple is again doing a bad job on fixing the bug I mentionned on ios2 that still happens on ios3.1.2:

Could you explain exactly how you went about setting it up as a new phone the second time. Didn't you then lose all your content (your music, your mail accounts, your bookmarks, your wifi settings, and every other bit of content??).
