Can I download the iPad User Manual from Apple to the iPad? If yes, how do I do it?

Go to the AppStore and download "Folio", it's free.
At the bottom right in Folio there is an arrow pointing down, tap on that and a popup appears. Now you can enter the following link:

You already have it on your iPad. Just tap bookmarks icon.

Also available for download in iBooks.

Yes, thats the easier way, but since you wrote "Can I download the iPad User Manual from Apple to the iPad?" I was assuming you like to access the manual directly to the iPad without using a computer.
    • If you say "download", i means the action is done by the device it self without involving other equipment.
    • If you say "UPLOAD", i means the action (getting the file) is done by an other device and then uploaded to the iPad.

So, I got you wrong… but now you know at least different way to accomplish your goal
